Helen has decades of civil engineering experience and specializes in the planning, design, and construction management of water, wastewater and stormwater engineering projects for municipalities and private systems. Her expertise is in water resource facilities (water, wastewater and stormwater), where she has directed the development and implementation of municipal capital improvement and maintenance programs totaling more than $250M. She specializes in solving complex water resources problems rooted in the concept of holistic and economic solutions. She is a former editor of the New England Water Works Environment Association technical Journal and has presented a number of papers at regional, national, and international conferences sharing the knowledge she has gained in these areas over the years.
