Toby is an engineer with over two decades of experience in environmental design and financial and utility management consulting. For the last ten years, his primary focus has been on providing financial and utility management guidance to clients, including the development of comprehensive water and sewer capital plans, the establishment of various revenue generation structures, and the assessment of departmental management tools for municipalities and utilities throughout the Northeast. Toby manages the firm’s utility management practice and sits on the NEWWA Finance Committee and AWWA Finance, Accounting, and Management Controls Committee. He is a credited author and editor of the recently released AWWA M29 Manual, which provides utilities with guidance on prudent approaches to funding major capital programs.
