Practice Leader / Air Services
Kelley is an environmental compliance engineer whose focus is on all aspects of air quality work, including air permitting, dispersion modeling analyses, and climate action planning, among others. She works with manufacturers, industrial facilities, utilities, and institutional clients to address their air quality needs, as well as state and federal permitting and enforcement personnel negotiating issues like settlement agreements and regulatory interpretations. Kelley also has experience serving as an expert witness and delivering testimony on air emissions cases, calling on her strong background in client work and her prior work as an air permit engineer for various regulatory agencies.
I started my career shortly after the 1990 Clean Air Act Amendments were passed and have had the opportunity since then to be a part of the development and implementation of air quality regulations and permits on both the regulatory agency and client side. The permitting process can be complicated and involves close collaboration with clients, equipment vendors, attorneys, regulators, and the community. What I really love about my job is learning about new processes and working collaboratively to evaluate a project and make it a reality in an environmentally responsible manner.
