Chief Technologist / Municipal Wastewater
Paul has more than three decades of experience providing civil and environmental consulting services to municipalities and clients in the private sector. He focuses on the evaluation, design, construction, and operation of wastewater treatment facilities and collection systems. Paul has served as the technical lead on numerous upgrade projects that cumulatively exceed $750 million dollars in constructed value.
Paul is well recognized for his practical treatment process expertise and has authored numerous WEF and NEWEA articles. He has also contributed to many of the current design and operations Manuals of Practice (MOP) published by the Water Environment Federation (MOP-8, 29, 31, 34 & 35) and the New England Interstate Water Pollution Control Commission (the 2011 edition of TR-16 and subsequent 2016 revisions related to flood resiliency). He also regularly lectures on wastewater design and operation at the University of Massachusetts, Amherst; Worcester Polytechnic Institute; and for most of the state operator associations throughout New England. In recognition to his contributions to wastewater operations, Paul has received the Alfred E. Peloquin Award from the New England Water Environment Association (NEWEA) and the Morgan Operational Solutions Medal from the Water Environment Federation (WEF). In 2017, he was recognized by WEF as a Fellow – one of roughly 100 in the world and only the third consulting engineer in New England to receive this honor.
The success of any wastewater treatment project is more about the people involved than it is about the tanks and equipment that make up the physical facilities. Every treatment plant evaluation, design, upgrade and startup depends on a successful relationship between the engineering and operations professionals involved. I learn something new from every operator I meet and every plant I visit. In turn, I always try to give something useful back to the operators, usually in the form of site-specific guidelines or operational tools that can help improve performance, capacity, or both.
