Joe has more than 30 years of experience serving public and private clients on a wide range of civil, geotechnical, and environmental engineering projects. He joined Woodard & Curran in 2005, stepping into the role of Civil Engineering Service Line Leader in 2007, then Municipal & Institutional Business Leader in 2014, President of Consulting in 2021, and Integrated Solutions Division Leader in 2026.

He works with other leaders throughout the firm to align resources from all consulting practices, the design-build team, and the operations business to deliver to identify, facilitate, and execute the projects that address the multi-faceted water and environment challenges the firm’s clients face.

He has managed and directed resources, established standards of work, and ensured quality of deliverables for projects involving site engineering, stormwater design and permitting, infrastructure assessment and design, geotechnical engineering, municipal engineering, athletic facilities, solid waste facilities, and building systems. Joe’s broad expertise includes stormwater management and NPDES compliance, water supply and treatment, wastewater collection and disposal, and solid waste transfer stations and landfill design, evaluation, and closure.
