Situated in central Illinois, Peoria Heights is a suburban village that is home to nearly 6,000 residents. Five groundwater wells draw raw water from the San Koty Aquifer for treatment and distribution for residential, commercial, and fire protection use. In 2022, village officials contracted Woodard & Curran to develop a 20-year Water System Capital Improvement Plan (CIP), a five-year Water System Capital Budget Plan, and a rate study. As part of this project, our experts recommended the village implement a water treatment solution to address elevated levels of iron and manganese in source water. Manganese is a contaminant of concern for health impacts, and elevated levels of both manganese and iron can reduce flow capacity when accumulated on distribution pipes and lead to brown water that stains fixtures.
To address the elevated levels of manganese and iron, as well as any future contaminants of concern, Peoria Heights opted to make the largest investment in its water system in decades with the construction of a new water treatment plant to improve water quality, strengthen system reliability, and support long-term infrastructure resilience for the community. Building on our existing relationship from the CIP project, the village again hired Woodard & Curran to design the new facility and associated changes to the distribution system.
Peoria Heights chose to site their new water treatment plant on existing village-owned property where a water storage tank and booster pumping station are already located. The site is compact and situated on a hill, which was challenging for the design team. We needed to develop a facility that incorporated a greensand filtration system for iron and manganese removal, chemical feeds for treatment and disinfection, and a restroom for the operations staff. The village also asked for the new facility to aesthetically match the existing booster pumping station.
Given the site constraints, the project team used 3-D design software to determine site preparation and ensure maximal utilization of the space available. The construction team will have to drive sheeting into the hillside and excavate to make room for the building footprint. The team collaborated across process, mechanical, structural, architectural, electrical, HVAC, and plumbing disciplines to determine the facility was sized appropriately for the equipment and operator use. Using 3-D design software helped everyone involved, including our client and the contractor, better visualize the site and facility.
Positioning our client for long-term success
The new water treatment plan is designed to treat up to 1 million gallons per day with provisional space for future PFAS treatment if the contaminant is found in source water. The village has secured approximately $8.1 million in funding for this project, which will move their community away from managing iron and manganese through chemical sequestration toward removing these constituents through treatment.
Construction on the facility has begun and is expected to be completed in 2027. This project reflects the value of practical, well-coordinated design for our client. By consolidating treatment components, replacing aging chemical feed equipment, coordinating around a constrained hillside site, and advancing the facility through permitting and bidding, Woodard & Curran is helping Peoria Heights make progress on a community-focused infrastructure priority that will deliver cleaner, safer drinking water to residents for decades to come.
