Eastern Municipal Water District (EMWD) supplies water to nearly one million people in Riverside County, California. Nitrates, perchlorate, iron, manganese, per- and polyfluoroalkyl substances (PFAS), and volatile organic compounds (VOCs) were contaminating groundwater in the Perris North basin, which forced the shutdown of some critical drinking water wells. EMWD needed a long-term solution to ensure drinking water delivered to 15,000 households annually was safe and reliable. In 2020, the district launched an ambitious effort to clean up the aquifer and create a new source of safe, locally controlled drinking water for the community.
As a longstanding partner with EMWD, Woodard & Curran was hired as program manager for the Perris North Groundwater Program. The project goal was to contain the contamination plume, restore groundwater for the drinking water supply, and bolster the region’s drought resilience. Woodard & Curran’s expert staff has worked as an extension of EMWD staff to manage design and construction of groundwater treatment facilities. This includes construction of a centralized system for treating up to 3,500 acre-feet per year (AFY) of groundwater, six groundwater extraction wells, seven miles of conveyance pipelines, and a network of 15 groundwater monitoring well locations.
In our work with EMWD since 2000, our hydrogeological experts have conducted various modeling studies, data science, hydrogeologic planning studies, and field investigations, including quality control and data refinement for the San Jacinto Flow Model (SJFM2020). This project included groundwater modeling as part of a feasibility study to evaluate the impact new wells would have on nearby groundwater levels and flow direction.
In our capacity as program manager, we oversee the budget and schedule, maintain compliance with California Environmental Quality Act (CEQA) and grant funding requirements, and participate in stakeholder outreach. We developed and managed four separate design contracts totaling nearly $6 million and we provided technical reviews of drawing packages, specifications, and bid documents.
